No, the HT381 transmitter & earbuds connect to each other via private protocol and unfortunately cannot connect to other devices.

Can I use the earbuds and have the TV speakers on at the same time so others can also hear the TV?

The majority of TVs can play audio through their built-in speakers and the earbuds simultaneously, but this is TV-dependent.

Can I connect the transmitter to an AV receiver?

Yes, you can connect the HT381 transmitter to an AV receiver using the provided 6.35mm to 3.5mm converter.
